CORE FUNCTIONS

1

Provide strategic leadership and governance for the AML CTR/STR Reporting Unit (CSRU), ensuring end-to-end regulatory compliance with BSP and AMLC requirements and safeguarding the Bank’s interests through effective oversight, risk management, and accountability.

Direct the day-to-day execution and performance management of the AML Transaction Monitoring System and Robotic Process Automation (RPA), setting priorities, monitoring effectiveness, and ensuring operational resilience and timely delivery of regulatory outcomes.

Lead the design and execution of AML investigation and reporting control and process improvements, driving change programs to: (i) timely implement new regulatory requirements, (ii) remediate audit findings, and (iii) strengthen efficiency, quality, and control effectiveness across CSRU operations.

Serve as a key advisory and escalation point for branches and business units on potential money laundering cases, supporting the execution of customer due diligence and enhanced due diligence standards and providing SME advice on STR filing decisions (filing/non-filing) to ensure consistency, defensibility, and regulatory alignment.

 

DUTIES AND RESPONSIBILITIES

A

PROCESSING OF ALERTS FROM AML TRANSACTION MONITORING SYSTEM AND BUSINESS UNIT REFERRALS

Ensure the efficient allocation and prioritization of AML Transaction Monitoring and Business Unit referred cases, ensuring appropriate assignment to AML Officers and investigators and timely progression through the investigation workflow.

Provide quality assurance and governance over AML Officers’ assessments by reviewing summaries of suspicious and non-suspicious alerts for endorsement to the Head of AMLD and approval in line with the Bank’s STR/NSTR approval matrix.

Lead the identification of enhancements to AML Investigations and Reporting processes, including but not limited to requirements definition and business case development, preparation of Business Requirements (BR) and Project Request Forms (PRF) for system enhancements, allocating sufficient manpower for testing and training activities, and drive delivery through coordination with relevant stakeholders.

REVIEW OF COVERED TRANSACTION REPORT (CTRs) AND SUSPICIOUS TRANSACTION REPORT (STRs)

Ensure a robust second-line quality assurance through tiered reviews of the completeness, accuracy, and regulatory sufficiency of STRs and NSTR memoranda prepared by AMLD investigators prior to approval or further endorsement.

Oversee end-to-end preparation, processing, and transmission of CTRs and STRs to the AMLC, ensuring adherence to turnaround times, data integrity standards, and operational controls.

Provide authoritative guidance to branches and business units on AML investigation and reporting policies, procedures, and requirements, resolving complex queries and ensuring consistent application across the Bank.

Exercise governance oversight on the approval and secure transmission of branch/business unit STR submissions (including manually encoded STRs and email-endorsed STRs), ensuring proper authorization, traceability, and compliance with internal and regulatory standards.

Manage regulatory engagement with AMLC and BSP on issues relating to AML investigations and reporting (CTR and STR submissions), ensuring prompt resolution, clear documentation, and alignment of actions across stakeholders.

RISK MANAGEMENT 

 

1

Lead the development and calibration of key risk indicators (KRI) relevant to the Unit, including definition of KRI limits, setting of measurable/ quantifiable indicators that provide predictive value.

Review KRI trends periodically and evaluate the effectiveness of controls by analyzing root cause behind KRI movements.

Promptly report KRI breaches and operational incidents to senior management, risk teams, and the relevant committees as required by the Risk Management framework, and develop action plans to address and mitigate the noted issue/s.

OTHER ACTIVITIES

 

1

Lead, manage and develop CSRU AML Officers, setting work plans, monitoring delivery and quality standards, and developing individual and team capability to meet regulatory and operational and resilience objectives.

Provide governance oversight for critical AML Transaction Monitoring operational activities to ensure data integrity, timeliness, and continuity:

  • PEP Database Updating
  • OFAC List Updating and Uploading in NLDS
  • Daily BSP Rates Updating

Lead audit and regulatory examination readiness by coordinating the collation, validation, and timely submission of AML investigation and reporting-related documentation required for BSP/AMLC validation/examination and the Bank’s internal audits.

Champion AML investigation and reporting capability-building by delivering training for business units on relevant AML investigation and reporting updates, policies, and regulatory requirements to strengthen awareness and consistent execution.

 

 

5

Lead and deliver other assignments and strategic initiatives as delegated, ensuring timely execution, clear stakeholder communication, and alignment with AMLD priorities.

Lead the assessment, escalation, and reporting of operational lapses by preparing incident reports in accordance with the Bank’s Operational Risk Policy Guidelines.

 

 

JOB SPECIFICATION / QUALIFICATIONS:

Education         :             College Graduate of four (4) year business or applied mathematics course from a

reputable institution

Experience        :            Minimum of ten (10) years working experience with a bank or similar financial

institution or a multinational corporation, with a minimum of five (5) years working experience as a people manager in operations, investigations, compliance or business risk and control management.

Technical Skills  :           Familiarity with legal, regulatory and operational requirements in banking or any

highly regulated industry, preferably knowledgeable in Anti-Money Laundering Laws in the Philippines, proficient in Microsoft Excel (and/or data analytics applications) regularly uses Artificial Intelligence applications, and has a good command of the English language, both spoken and written.  

Behavioral Skills:        Good management and interpersonal skills, hardworking and flexible, analytical, can work under pressure with minimum supervision, decisive and cognizant of the risk and servicing factors of the job.
